Background: Mr. Coyne directs Environment Colorado’s Livable Communities program to advance smart growth policies which preserve open space and protect quality of life.  In addition to advocating smart growth policies in the Colorado legislature, Mr. Coyne has authored numerous reports on land use and sprawl including "The Fiscal Cost of Sprawl: How Sprawl Contributes to Local Governments’ Budget Woes" and "Creating Livable Communities Through Transit: An Analysis of the Potential Benefits of Transit Oriented Communities on the Denver Metro Region." He also coordinates legislative policy for Environment Colorado.

He has testified before the state legislature on land use planning and transportation issues, and has appeared on the news programs for the Denver affiliates of NBC, ABC, CBS, and Fox.  Prior to joining the staff of Environment Colorado, he was a research analyst for the Frontier Group, the Research and Policy Analysis Center of the state PIRGs, where he authored numerous studies including an analysis of the relationship between water transfers and inefficient development in New Mexico, an evaluation of the impacts of highway expansion on development in Maryland, and an investigation of developer's campaign contribution's effect on the North Carolina political process.  In 2001, Mr. Coyne directed a grassroots campaign in California to expand the use of renewable energy in the state.
